Painting a Singapore Flat
Coats, surface preparation, and what the 2026 formaldehyde rule changed about interior paint.
Preparation is most of the job
The visible difference between a good and a poor paint job is almost entirely preparation: filling, sanding, and sealing new plaster before the topcoats go on. Paint applied over unprepared or dusty surfaces will flash and peel regardless of the brand on the tin. TO FILL: painting price by flat type
How many coats, and over what
A repaint over a similar colour behaves differently from a colour change or a new plaster surface. The number of coats should be stated in the quotation together with the primer or sealer, because 'painting' without that detail is not a comparable line item.
The 2026 formaldehyde requirement
From 1 January 2026 the National Environment Agency requires interior paints sold in Singapore to contain no formaldehyde, with measured in-can content below 0.01% weight by weight, substantiated by test reports from accredited laboratories (NEA). The rule applies to interior paint. It does not cover adhesives in composite wood or carpentry, which is a distinction most renovation marketing blurs.
Working hours for painting
Painting is general renovation work rather than noisy work, so HDB's general window applies: 9am to 6pm Monday to Saturday, with no works on Sundays and public holidays (MyNiceHome).
