What changes with flat type
A 3-room and a 5-room are not the same job scaled up. Room count changes the carpentry run, the number of electrical points and how much of the budget the kitchen and toilets take. We scope by flat type and room count rather than by a headline package price.
What HDB requires before work starts
Under the Housing and Development (Renovation Control) Rules, an HDB flat owner must engage a contractor listed in HDB's Directory of Renovation Contractors; contravention is an offence carrying a fine not exceeding S$5,000. Noble Interior Design Pte. Ltd. is listed in that directory under DRC Ref HB-12-5230A.
Hacking and permits
A permit from HDB is required before hacking or altering any walls in a flat. For a newly built BTO flat, owners to wait three years before removing wall or floor finishes in the toilets.
Working hours on site
HDB permits general renovation works from 9am to 6pm Monday to Saturday, with no works allowed on Sundays and public holidays. Noisy renovation works — heavy hacking, extensive demolition, tile cutting and excessive drilling — are permitted only from 9am to 5pm Monday to Friday.
