Falls, waterproofing, concealed fittings and the difference between a refresh and a strip-out.
Refresh or strip-out
A refresh changes fittings and surfaces and keeps the existing waterproofing membrane. A strip-out goes back to the slab and renews the membrane and the falls. Which one is right is a condition question, and in a new BTO flat it is also a timing question: HDB requires owners to wait three years before removing wall or floor finishes in the toilets.
Falls and the floor trap
Water reaches the trap by gravity. A floor laid flat, or laid with a fall away from the trap, will pond regardless of tile quality. This is set in the screed, before tiling.
Concealed fittings cost in construction, not in fittings

Ventilation and the vent pipe
Bathrooms in HDB flats rely on the existing vent arrangement, and vent pipes are not something to remove for a cleaner look.
What to inspect before tiling
Ask to be told when the water ponding test happens, and to see the membrane upturn at the walls. Those two are the only chance to catch a leak while it is still cheap.
