How to compare interior design companies in Singapore without comparing prices
Compare the things that exist as records: registry status by UEN, the payment milestone schedule, the warranty and variation clauses, the named specification behind each line, and the works programme in trade order. Bottom-line prices are not comparable, because two quotations for the same flat rarely describe the same scope, board, tile or inclusion list. A firm that will put substrate, hardware brand, waterproofing system and milestone triggers in writing is showing you the only figures that mean anything.

Three quotations for the same flat will differ by more than the cost of the work, because they are not describing the same work. Comparing interior design companies in Singapore on the bottom-line figure rewards whoever left the most out of the scope, and the omissions resurface as variations after hacking has started. Everything below is comparable across firms because it is either a public record or a written term, and none of it requires guessing a price.
Start with the registries, because they are records and they are free
Two separate registers describe a renovation firm in Singapore, and a firm can appear on one without appearing on the other. HDB's Directory of Renovation Contractors is published as an open dataset, and a query of the DRC dataset on data.gov.sg returned 2,708 listed contractors on 9 August 2026, searchable by UEN or company name. CASE maintains the other register, and its president put the size of the accredited pool on the record:
"With more homeowners renovating their new homes, having a larger pool of CaseTrust-accredited renovation contractors gives consumers greater choice and peace of mind. As of January 2026, 268 renovation businesses have been accredited under CaseTrust, marking strong progress towards CASE's target of accrediting 500 businesses by 2027."

Search the Directory by UEN rather than by name, because a trading name, a shopfront name and the name on the contract are often three different strings. A search of the data.gov.sg DRC dataset for UEN 201722629H on 9 August 2026 returned exactly one record, NOBLE INTERIOR DESIGN PTE. LTD., directory reference HB-12-5230A, matching the UEN printed on that firm's quotation — the match, in that direction, is the check. A quotation carrying a UEN that returns nothing, or returns a different company name, is the cheapest red flag a homeowner will ever find.
Two more public pages complete the registry pass. CASE publishes a list of CaseTrust accredited businesses showing current accreditation, and a separate CaseTrust Watchlist that is worth opening before signing anything. HDB, separately, states that it does not endorse or guarantee the quality of works of contractors in its Directory, and that the engagement is a private contract between homeowner and contractor — which is why a firm advertising that HDB has approved or endorsed it is describing something that does not exist.
Compare the contract, not the quotation
A quotation states a number; a contract states what happens when something goes wrong, which is the part actually being bought. CaseTrust sets out what an accredited renovation business must offer, and every item is a clause worth looking for in any firm's contract whether or not that firm is accredited:
"Businesses shall provide Homeowners a workmanship warranty for a period of 12 months from completion date of the Works. The Business will conduct the necessary rectification works if defects arise from the Works during the Warranty Period."

CaseTrust's criteria also require accredited renovation businesses to purchase a deposit performance bond safeguarding deposit payments against closure, winding up and liquidation, to adopt the CaseTrust Standard Renovation Contract setting out each party's obligations and the work and payment schedules, to collect payments in phases upon agreed milestones, and to cap initial deposits at a maximum of 20% of the total cost. CASE also requires pricing in writing: "Businesses are required to display pricing breakdowns clearly and communicate additional costs. Variations also have to agreed in writing between the business and consumer before any Works."
Payment schedule is the most comparable clause in any renovation contract and the easiest to read side by side. Ask each firm for the milestone list and the share of contract value released at each milestone, then ask which physical event triggers each one — hacking complete, waterproofing tested, tiling complete, carpentry installed, handover. A schedule tied to calendar dates rather than completed work transfers timing risk onto the homeowner: TO FILL: Noble's payment milestone schedule and the share of contract value released at each stage.
Compare the specification, line by line
A quotation reading "kitchen cabinets, 20 feet" is not a specification, and two such lines from two firms are not comparable at any price. A specification names the carcass board and its thickness, the edging, the door front material, the hinge and runner brand, whether runners are soft-close and full-extension, the back panel, and the finish inside the carcass. Wet-area carcasses behave differently by substrate, and the difference between plywood, moisture-resistant board and aluminium under a sink shows up in year two rather than at handover.
Tiling comparisons need the tile size, the laying method, the grout type and the skirting detail before they mean anything. Large-format tiles need full bedding and a flatter substrate than small tiles, cement-sand screed and thin-bed adhesive fail in different ways, and epoxy grout in a shower behaves differently from cement grout under identical cleaning. A quotation naming none of this is quoting a labour rate with a tile-shaped hole in it.
Wet-area waterproofing deserves its own line and its own test. Ask which membrane system is used, how far up the walls it is turned, whether it carries over the kerb and the door threshold, and whether a ponding test is done before screed and tile. A homeowner can witness that test without technical knowledge: water held in the tray with the trap sealed, the level marked, then the level and the ceiling of the unit below checked the following day.
Air-conditioning and electrical work vanish the moment the ceiling closes, so specify them while they are visible. Capacity per room, indoor and outdoor unit models, insulated pipe runs, and a condensate drain that falls continuously to its discharge point and is flow-tested before boarding are all inspectable on site. Count the electrical points on the drawing and compare that count against the quotation, because "additional points" is among the most common variations on a Singapore renovation.
Paint carries a new rule worth knowing and one common misreading. From 1 January 2026, NEA requires interior paints sold in Singapore to contain no formaldehyde, with in-can content below 0.01% weight by weight — a rule covering paint only, which does not regulate the adhesives in composite wood carpentry. Homeowners who care about indoor air quality should ask separately for the emission grade of the carpentry boards, because the paint rule will not answer that question.
Compare the site: sequence, supervision and who is physically there
Ask each firm for the works programme and read it for order rather than duration. Electrical chasing and aircon pipework before plastering; waterproofing and its test before screed and tile; carpentry templated after tiling and skim instead of ordered in week one; painting after carpentry installation; final fix last. A programme placing carpentry delivery before tiling has already decided to hide gaps behind scribe strips.
Ask who supervises, how often that person is on site, and what their name is. HDB's renovation guide states that flat owners are responsible for obtaining all HDB renovation permits before renovation works begin and may authorise the contractor to submit the application online, and that layout plans, elevations, sections or details must be submitted where fittings are removed or repositioned and where walls are hacked down or constructed, per MyNiceHome. Someone has to draw those, submit them, and be reachable when HDB comes back with a query.
Working hours constrain every firm equally, so a promise of a faster finish is a promise of more men or more days, not more hours. HDB allows general renovations such as plastering and floor screed from 9am to 6pm Monday to Saturday with none on Sundays and public holidays, and confines noisy renovations such as demolishing walls and removing wall or floor finishes to 9am to 5pm Monday to Friday. A programme that only works if the tiler cuts tiles on a Sunday is a programme that will slip.
Compare how interior design companies in Singapore handle variations and defects
Variations are the mechanism by which a cheap quotation becomes an expensive job, so compare the variation process rather than the variation rates. Ask how a variation is priced, whether it is issued in writing and signed before work proceeds, and what it does to the programme. The CaseTrust requirement that variations be agreed in writing before works exists because verbal variations are where disputes begin.
Defects are predictable, and warranty text is where firms genuinely differ. A 12-month workmanship warranty from the completion date is the CaseTrust standard; what matters alongside it is the response time, whether rectification is scheduled or best-effort, and what is excluded. Ask for the defects process in writing, including who inspects, how a list is agreed, and how long rectification takes.
The budget conversation you still have to have
Comparing without prices does not mean renovating without a budget, and no firm can design to a number it has never been given. State a total figure and a priority order — what must happen now, what can wait — let each firm allocate against it, then compare the allocations. Firms reveal their judgement in what they refuse to cut: TO FILL: what a Noble quotation includes as standard for hoarding and protection, haulage, debris disposal and final cleaning.
Prepayment exposure belongs on the comparison list, and the public data shows why. CASE reported 787 complaints against renovation contractors in 2025, down 18.2 per cent from 962 in 2024, with prepayment losses in that industry falling 73.8 per cent to $190,667 from $728,813.76 while the sector remained the second-highest of any industry for prepayment losses, in its media release of 9 February 2026. A deposit is not a price comparison; a deposit is an unsecured loan to a company met last month, and the terms of that loan are comparable line by line.
